{"id":1926,"date":"2026-02-24T09:31:15","date_gmt":"2026-02-24T13:31:15","guid":{"rendered":"https:\/\/groupecsx.ca\/?p=1926"},"modified":"2026-04-22T09:34:57","modified_gmt":"2026-04-22T13:34:57","slug":"can-ulc-10012025-and-emergency-communication-systems","status":"publish","type":"post","link":"https:\/\/groupecsx.ca\/en\/can-ulc-10012025-et-systemes-de-communication-durgence\/","title":{"rendered":"CAN\/ULC 1001:2025 and Emergency Communication Systems"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.linkedin.com\/in\/jonathan-henri\/\"><\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"ember52\">Interconnections, mass notification and regulatory deadlines: are you ready?<\/h3>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"ember53\">Integrating ECS\/MNS into the fire protection ecosystem<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember54\">In today's buildings - especially critical infrastructure, high-rise buildings, healthcare facilities and institutional complexes - the <strong>emergency communication systems <\/strong><strong><em>(Emergency Communication Systems - ECS)<\/em><\/strong> and the <strong>mass notification systems <\/strong><strong><em>(Mass Notification Systems - MNS)<\/em><\/strong> are increasingly :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>interconnected with the fire alarm system; ;<\/li>\n\n\n\n<li>combined in a shared architecture ;<\/li>\n\n\n\n<li>or logically integrated via priority, supervision and sequencing interfaces.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember56\"><br>When these :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>share amplifiers, loudspeakers or notification circuits,<\/li>\n\n\n\n<li>use a fire\/non-fire priority logic,<\/li>\n\n\n\n<li>interact with visible devices, manual controls or control interfaces,<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember58\"><br>They become de facto <strong>integrated fire protection and life safety systems<\/strong> in the regulatory sense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember59\">As such, testing of their interconnections falls within the scope of <strong>CAN\/ULC 1001:2025<\/strong>.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"ember60\">Interconnection \u2260 single interface<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember61\">A common misconception is that a link between a fire alarm panel and a voice or audio communication system is simply a technical interface.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember62\">From a normative point of view, however, this is a <strong>critical functional interconnection<\/strong>, in particular when :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a fire signal automatically triggers a pre-recorded voice message ;<\/li>\n\n\n\n<li>fire logic takes precedence over a non-fire message; ;<\/li>\n\n\n\n<li>a MNS system is combined with a shared fire alarm system <em>(Combined System)<\/em> ;<\/li>\n\n\n\n<li>the control sequence includes the common emergency power supply; ;<\/li>\n\n\n\n<li>circuit supervision is crossed.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember64\"><br>In these cases, CAN\/ULC 1001 requires documented integrated testing to demonstrate :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>validity of operation sequences; ;<\/li>\n\n\n\n<li>coherent priorities ;<\/li>\n\n\n\n<li>the actual performance of interconnections ;<\/li>\n\n\n\n<li>the expected response in the event of a specific trigger.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember66\"><br>It's no longer just a panel test or an amplifier test: it's a <strong>test of overall building behavior in emergency situations<\/strong>.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"ember67\">Combined fire \/ MNS systems: zone of heightened vigilance<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember68\">Combined architectures present particular normative risks:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>confusion of responsibilities between integrators ;<\/li>\n\n\n\n<li>no consolidated interconnection matrix ;<\/li>\n\n\n\n<li>fragmented documentation across disciplines ;<\/li>\n\n\n\n<li>sequences partially tested ;<\/li>\n\n\n\n<li>no formally designated integrated test coordinator.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember70\"><br>CAN\/ULC 1001 specifically introduces :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the requirement for an integrated test coordinator ;<\/li>\n\n\n\n<li>structured planning ;<\/li>\n\n\n\n<li>consolidated documentation ;<\/li>\n\n\n\n<li>periodic testing ;<\/li>\n\n\n\n<li>tests during modifications.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember72\"><br>In the context of an ECS\/MNS combined with a fire alarm, this means that :<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">each logical interaction must be demonstrated, documented and validated according to a formal methodology.<\/p>\n<\/blockquote>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"ember74\">Qu\u00e9bec 2025: a real deadline<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember75\">The amendments to the Safety Code (Chapter VIII - Building), which came into force on April 17, 2025, explicitly incorporate the application of CAN\/ULC-S1001 (now CAN\/ULC 1001).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember76\">A <strong>three-year transition period<\/strong> is provided for article 2.1.3.7.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember77\">As of today, this leaves <strong>just over two years<\/strong> before the end of this period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember78\">This implies that :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>recent projects must be fully documented; ;<\/li>\n\n\n\n<li>operators will have to plan periodic integrated tests; ;<\/li>\n\n\n\n<li>combined ECS\/MNS systems will have to be analyzed from a systemic angle.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember80\"><br>However, in many cases, emergency communication systems have evolved through successive additions, without complete integrated revalidation.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"ember81\">Strategic questions to ask yourself now<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember82\">For owners, asset managers and technical managers:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Do you have a consolidated matrix of interconnections between your fire and ECS\/MNS systems?<\/li>\n\n\n\n<li>Has an integrated test coordinator been formally appointed?<\/li>\n\n\n\n<li>Have the logical priorities between fire and non-fire messages been tested in real-life situations?<\/li>\n\n\n\n<li>Have the modifications made over the years been subjected to proper integrated testing?<\/li>\n\n\n\n<li>Is the documentation required by CAN\/ULC 1001 complete and structured?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember84\"><br>If the answer is uncertain, so may be future compliance.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"ember85\">Are you ready?<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember86\">CAN\/ULC 1001:2025 does not create new technical functions in buildings. It requires those already present to be demonstrated, validated and documented in an integrated manner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember87\">In the context of emergency communication and mass notification systems combined with fire alarms, this requirement takes on a critical dimension:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>message priority ;<\/li>\n\n\n\n<li>coordinated emergency power supply ;<\/li>\n\n\n\n<li>cross-supervision ;<\/li>\n\n\n\n<li>multi-event scenarios.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ember89\"><br>The transition period is underway.
